Office of the CIO (OCIO) & Chief Data Officer
Enterprise Data Platform (EDP). Architecting the Data Lake, establishing the Cloud Center of Excellence (CoE), and implementing AI/ML analytics models.
Prime Contractor (CWP). Managing the Corporate Work Plan (CWP) system, the enterprise platform for tracking over $10B in capital investments and modernization programs for the National Airspace System.
Metronome Implementation. Deployment of proprietary Metronome capabilities to support critical defense health logistics and reporting.
Integrated Scheduling Environment (ISE). Architected the first federated Oracle Primavera P6 platform connecting all nuclear security sites for classified and unclassified program management.
Mission-Critical O&M. Providing technical operations, cybersecurity (RMF), and Primavera engineering for the PROMIS system, which manages billions in Civil Works and Military projects.
Application Normalization. Consolidated 400+ regional applications into 41 national systems (saving $12M/year) and modernized the Integrated Award Environment (IAE) data layer.
Prime Contractor (DRBI). Delivered the Business Intelligence capability for DARRTS, the regulatory tracking system used for drug approval reporting.
Agile Transformation. Led SAFe Agile implementation and backlog management for the $1B+ ReConnect rural broadband grant and loan program.
Cloud Modernization. Modernized inspection forms and metadata for REAC, reducing manual processing by 50% through digital transformation.
Data Governance. Established the agency's first Enterprise Data Governance Framework and Data Stewardship operating model.
Investment Management. Modernized the IT Portfolio Management function using Oracle Primavera (OPPM) to manage the agency’s $100M+ IT investment portfolio.
Enterprise Upgrade. Executed a high-security upgrade of Oracle Primavera P6 across Development, QA, and Production environments for nuclear security engineering programs.
Secure Integration. Implemented the Oracle Primavera Project Integration Framework (PIF) to synchronize project data within the National Security Campus.
Global IT Strategy. Developed the technology roadmap for a 20-million sq. ft. global portfolio, consolidating 300+ legacy applications and establishing a repeatable IT governance model.
DevOps Transformation. Led the migration from mainframe to AWS Cloud and coached teams on SAFe Agile and CI/CD adoption.
Enterprise Dashboards. Developed "Mystery Rider" and Customer Satisfaction dashboards, reducing reporting lag from 90 days to near real-time.
Regulatory Compliance. Built the BioArch Data Warehouse to consolidate blood supply data in compliance with FDA 21 CFR Part 11 and medical device standards.
KPI Visualization. Developed interactive dashboards to benchmark the performance of global Air Navigation Service Providers (ANSPs).
Legal Tech Modernization. Built the "Lien Escalation Tool" to automate complex claim settlements for massive multi-district litigation cases.
