Through this PSS contract, Radus Software can offer our federal customers a streamlined approach to procuring complex professional services requirements and take advantage of the PSS’ vehicle’s shorter lead times, lower administrative costs, more flexibility, and the ability to retain control of their own procurement.

Radus Software, LLC was awarded a contract under GSA’s STARS II (Strategic Acquisition Technology Resources Services) contract umbrella.
8(a) STARS II is a small business set-aside GWAC that provides Radus’ federal customers flexible access to customized IT solutions. With a $10 billion program ceiling and a five-year base period with one five-year option, the 8(a) STARS II program allows Federal agencies to work with Radus Software to engage in the long-term planning of their large-scale program requirements.
Through this STARS II 8(a) program, Radus Software can offer our federal customers a streamlined approach to procuring complex professional services requirements via an established contract vehicle instead of traditional, open market methods – saving time and taxpayer money.

The purpose of this Master Information Technology (IT) Services Invitation to Qualify (ITQ) Contract, 4400004480, is to address IT service requirements of the Commonwealth of Pennsylvania’s executive agencies. In addition, Local Public Procurement Units, defined by the Commonwealth Procurement Code as COSTARS Members, may use this contract in accordance with the COSTARS Provision contained in Section 57 of the terms and conditions.
This contract is for fixed price, deliverables-based IT services projects.
The purchase of hardware, software and staff augmentation services are NOT PERMITTED under this contract.
Time and Materials (T&M) type services may be included as part of a deliverables-based project under the following circumstances:
The project involves updating and maintaining software,
- The project involves a portion of work that has no definitive timeline or deliverable that can be realistically projected, and
- The project involves the use of alternative maintenance or development that is not amenable to a deliverable-based format.
T&M type services cannot be greater than 40% of the original Purchase Order value.
